What about the estate taxes? Not a good thing for us investors... but it's a big business in terms of money. Estate tax lawyers are the most productive tax law enforcement personnel at the I.R.S., according to Brown. For each hour they work, they find an average of $2,200 of taxes that people owe the government.

I never really understood what the I.R.S is. I think this is an enforcement agency only in the United States, is it not?

THE IRS is the organization in the US, part of the federal government who collects taxes from people for the US government.
